Does all of that really need to be required reading?

Why choose to read it? You have eyes and hopefully a brain, ignore it OR just don't read it.

I actually watch those while in town. If I see someone achieve a title, (Leg. Vang., Leg, Cart., or Leg. Guard.) I send them a congrats. IMHO, certain titles should be recognized.

Why do people choose to block pop-up ads in their web browsers? I mean, they could just be using their brains and ignoring those, too. It's not like it's distracting or anything.

Where do you have your chat window positioned? In the middle of your screen? I kept mine at its default location and don't find the random announcements distracting at all.

It pushes up/clogs the chat window with irrelevant information. You can disable several types of information that the chat window displays, the idea boils down to one more check box. I didn't think people would take it like a personal insult.
